A 30-60-90 plan sets what a new person should learn, do and own by day 30, day 60 and day 90. Managers use it to make the first three months clear instead of a blur. Most versions list activity: calls made, candidates sourced. A better version puts one quality target in each stage. By day 30, the recruiter writes a submittal that answers the order. By day 60, most of their first submittals are accepted. By day 90, their placements stick.
The usual version, and what is wrong with it
Day 30: learn the systems, make 50 calls a day. Day 60: source 20 candidates a week. Day 90: hit full call volume.
All activity. A recruiter can hit every number and send submittals that bounce. The plan measured the phone, not the work.
A 30-60-90 plan for a new recruiter
Days 1 to 30: learn the standard, write to it.
- Read ten job orders and the submittals that filled them, side by side.
- Take two intake calls with a senior recruiter and write the order in five lines.
- Write twenty submittals, each reviewed the same day before it goes out.
- Quality target: by day 30, a submittal that answers every must-have on the order with proof, without being sent back.
Days 31 to 60: own a desk.
- Carry eight to ten orders of your own.
- Confirm every start with the four-line note and a call the night before.
- Keep a daily promise list and clear it before leaving.
- Quality target: by day 60, more than half of your first submittals are accepted by the client.
Days 61 to 90: make it stick.
- Carry a full desk, fifteen to twenty orders.
- Ask each happy client for one referral.
- Review a newer recruiter's submittal against the order once a week.
- Quality target: by day 90, your placements are still there after the first week, nearly every time.
Why one quality target per stage
Activity targets tell a new recruiter what to do. Quality targets tell them what good looks like. A recruiter who knows that day 30 means "a submittal that does not come back" reads the order differently from one who knows day 30 means "50 calls." The first one becomes a strong recruiter. The second becomes busy.
For the manager: what the plan needs from you
Same-day review of the first twenty submittals. Ten minutes a day for a month. Without it, the day 30 target is a wish. With it, the recruiter hits day 60 and day 90 mostly on their own.
Where M-Tracker fits
The same-day review is the manager's hardest commitment. M-Tracker reads each submittal against the written order before the manager or client sees it and tells the new recruiter, in plain words, what is answered and what is missing. The day 30 target gets feedback on every one of the twenty submittals, and the manager tracks the quality targets at 60 and 90 from the work itself.

Questions people ask
Should the new recruiter write their own 30-60-90 plan?
They can draft it. The manager sets the quality targets, because the recruiter does not yet know what good looks like.
What if they miss the day 30 target?
Extend the same-day review for another twenty submittals. Most people get there by submittal thirty. If they do not by sixty, that is a different conversation.
Is 30-60-90 useful for experienced hires?
Yes, with the targets moved up. Day 30 becomes "first submittals accepted," day 60 "placements stick," day 90 "referrals."
