No, but it did shrink for three years. The US staffing market peaked in 2022 at around $244 billion, fell through 2023, 2024 and 2025, and in 2026 is growing again at about 2.4 percent, to roughly $183 billion, according to Staffing Industry Analysts' September 2026 forecast. So the industry is smaller than it was and growing slowly. That is not decline. It is a market where clients order less and expect more, and where each order has to land the first time.
What actually happened
- 2021 to 2022: a boom. Companies hired fast, travel nurse rates doubled, temp orders came faster than agencies could fill them.
- 2023 to 2025: the pullback. Companies cut contingent spending, kept permanent staff, and questioned every markup. Revenue fell three years in a row.
- 2026: growth returns, slowly. SIA's September 2026 update raised its forecast from about 1 percent to about 2.4 percent, with industrial staffing leading. The American Staffing Association's outlook calls 2026 better than 2025, not a home run.

Why it feels like decline on some desks
Because the firms that grew on 2022 volume built for volume. More recruiters, more offices, more orders than anyone could check. When the orders slowed, the costs did not, and the quality problems that volume had hidden became visible. Clients who were tolerant when they were desperate became picky when they were not. Firms that do not adjust feel a shrinking market even when the market has started to grow.
The opportunity
Fewer orders means each one matters more. The agency that gets a client's first order exactly right, with a written intake, a submittal that answers it, and a start that happens, becomes the agency that client uses when they order again. In a boom, that advantage was invisible. In a slow market it is the whole game.
Three things to do about it.
- Count honestly. Fill rate for placements that stuck, not warm bodies on Monday.
- Check before you send. Every submittal and every confirmation against the written order.
- Pick a niche. Clients in a slow market want an agency that already knows their requirements.
Where M-Tracker fits
Each order has to land, and M-Tracker is the check that makes it land. The client's order is the brief, and each submittal and confirmation is read against it before the client sees it, with a plain-words note on what is missing. In a market where clients order carefully, the agency whose first submittal is right gets the second order.

Is AI replacing recruiters?
It is changing sourcing and screening. It is not confirming starts at 5:45 a.m. or deciding which must-have the client forgot to mention.
Which segments are strongest?
Industrial, per SIA's 2026 forecast. Healthcare demand remains, with rates well below the 2022 peak.
Should I start an agency in a slow market?
A niche agency with right-first-time habits can. Clients are looking for someone whose work they do not have to check.
