Staffing and recruiting  ·  3 min read

People use different three C's for compliance, so this post picks one and says so. The version here: clear rules, consistent checks, and complete records. Clear rules means everyone knows what the requirement is, in writing. Consistent checks means every file is checked the same way, every time. Complete records means you can prove it afterwards. If your trainer uses a different three, the idea underneath is the same.

Three C's, one file, one shift.
1Staffing and recruiting

The three C's, in plain words

Clear rules. The requirement exists somewhere a recruiter can read it. Not "the usual hospital stuff." A list: RN license for this state, current. BLS card, not expired. TB test within twelve months. Background check on file. Site orientation before shift one.

Consistent checks. Every worker file is read against that list, the same way, before the shift is confirmed. Not "I'm sure it's fine, she's worked there before." Line by line.

Complete records. The check leaves a record: who checked, when, against which version of the list, and what was found. When the facility audits, or something goes wrong, you can show it.

2Staffing and recruiting

One worker file, one hospital shift

Here is a nurse's file against a facility's list, checked on Tuesday for a Thursday shift.

Two gaps, found on Tuesday. The BLS renewal gets booked for Wednesday. Orientation gets scheduled for Thursday morning. The shift happens. The record shows both gaps were found and closed before the shift was confirmed.

Found at the door on Thursday, the same two gaps are a nurse sent home, a facility short-staffed, and a client wondering whether anyone at the agency checks anything.

3Staffing and recruiting

Why the second C is the hard one

Clear rules are a document. Complete records are a form. Consistent checks are a habit, under time pressure, by a recruiter with twenty other things to do. That is where compliance usually breaks: not because nobody knew the rule, but because this one time, with this nurse who has worked there before, nobody looked.

The fix is to make the check part of confirming the shift, not a separate task. No check, no confirmation.

How M-Tracker helps

Where M-Tracker fits

The facility's list is the standard. In M-Tracker, that list lives with the client's project, and a worker file, uploaded as the work, is read against it before the shift is confirmed, with a plain-words note on which items are current and which are missing or expired. The check is the same for every file, and the review is saved as the record.

FAQ

Questions people ask

What are the other versions of the three C's?

Some use culture, controls and communication. Some use commitment, competence and consistency. Each is useful. Pick one and put it on the wall.

Who should do the check, the recruiter or compliance?

Whoever confirms the shift. If compliance is a separate team, the shift should not be confirmable until they have signed off.

How often do requirements change?

Facility lists change a few times a year. Date the list and re-read the file against the current version.
